Cfps rules?
Could someone link me to the rule book? Like the stuff that says how fast you can shoot, the mask standards. And do I have to have a chinstrap?

Chinstraps aren't mandatory, shooting (ramping) psp mode capped at 12.5, pm if you need to know anything else

What is max roster size for D4 rt3???

the mask modification rule really doesn't apply to chinstraps. Mostly it's to cover people trying to cut away ear protection.
