Pod rocket and carrier

Seeing as pod rockets seem impossible to get over here in england, I'm calling on the mechanical minds to help me make my own, the concept I have is turning a traffic cone upside down, attaching a clam of some sort to secure it to the table then making some sort of cap which opens and closes when the pod is pressed againt it, similar the pod rocket but thinking of how to do this I have drawn a blank.

I have a unrelated questions also...
Has anyone ever seen thouse craits that people use to carry full pots around events usually on a trolley what is there original purpose?

I'll try to look up the other company that made them. They had a modular setup, unlike the rocket, that you could break down and throw in your gear bag. From them you could buy just the valve.

The cart that I have seen most people use at events would be something you would find in the garden section of most improvement stores.

Valken now produces one of these, it might be more accessible in England than the original.
