They are internet enabled security cameras implanted in peoples homes, or in places of business, by both the super-paranoid and the rich.
The ones this site picks up are unsecured connections though. The site actively seeks the connections via a network exploit, logs the IP address and its geographical location, and tidily marks it on the map.
Still not creeped out yet?

That one and the feed that's right in a family's kitchen made me a little sick. All of that effort to put security cameras in your home, only to not secure them and leave them open for everyone on the internet to view your daily activities, completely without your knowledge...

If there's no watering hole or African animals I'm not sure I really want to click on it.

okay, i am creeped out because today was the first time i went into my neighbors house to get nathan, and i noticed they have an entire security system scanning their front lawn, aka my house is in sight. sooo, essentially, if i look hard enough, i can watch myself from my kitchen window

Hi,
I'm the creator of the second webcam viewer (cryptogasm.com/webcams). To answer a few questions:
1) Some of the cameras are intentionally accessible (i.e. the public ones), but a lot aren't. Those are usually security cams that people have set up in their own homes.
2) None of the cameras are being "tapped" into in the hacking sense. All the feeds can be accessed by sending a single HTTP request to a specific URL, and not passwords are needed. I don't add any cameras that would require stolen credentials to access, although there are plenty out there that qualify.
3) As to how I got the feeds, they were obtained via Google searches and various queries on Shodan ( http://www.shodanhq.com/).
As a matter of principle, I remove the feeds that feature children from the viewer whenever I find them, and will happily remove feeds if people contact me. That said, all of the feeds are still accessible...you just have to find them manually.
An FAQ is here: http://cryptogasm.com/webcams/faq.php

Not quite that depressing. I use Google Analytics and check out the referral links. Most of the time I just comment to answer questions people have.

Nothing at all that you're doing is illegal? (Providing links of security cameras set up in people's homes) Serious question.
