this ones tight, it's definitely a manually controlled camera which appears to be surveilling a european style town... When he spots someone he (she?) zooms in on 'em... I guess it's morning because there's not that many people.

Ehh. The fact that any government form you filled out is easily accessible via simple software is more bothersome to me. I've seen some bad **** from people getting doxed.

From what I understand, the sites search unsecured .cgi feeds, then logs their co-ordinates and a direct link to its stream.
They are not intentionally uploaded. Which is why there are a few feeds on there of baby-cams, people's living rooms, some places of business, etc.
