This has problem written all over it! Is this a minor? If so better check with whoever bought the marker originally to see if mommy will let him sell it. Shoot the marker and have it looked over by a local shop. Check theft reports (I know you said it was bought new), but how do you know?
There is almost no way anyone that bought this new less than a year ago would sell a working marker for half of what it is worth or a third of what they paid!
The only legit scenario I see is a friend offering you a hell of a DEAL. If that is not your very good friends this seems shady to me. You don't want the cops taking your new marker or someone's parents looking for it either.
