This is similar to asking a mechanic, "hey, i see this thing sticking out of the engine, is it normal?"

Going to be pretty tough diagnosing the issue without visually inspecting it. Do you have skype and a web camera? If so, you can skype call me and try showing me what youre talking about over the web camera.

I don't agree with the mechanic analogy. A CF tank should be perfectly round and smooth.

It's a lump on a Ninja tank. I've seen one on a ninja 50/45 before, up close to the neck.

I had similar things with all my tanks almost. It's a higher spot on the carbon fiber. It's not a safety hazard.

And when I say NOT a safety hazard, I mean- If the fibers are not showing, then it's fine.

I dont agree. Fibers are not perfectly smooth and they are layered on top of each other as the aluminum core is wrapped.

Ive seen many tanks with lumps, higher spots in the gel coat, dimples, etc. Could be because i've worked for a few air systems companies and see thousands of bottles every year.

It can also be caused by an air bubble or possibly a small piece of debris in the gel coat. You never know when a spec of something is going to stick to it during the curing process.
I've hand a few tanks with a small little bump here or there.
