Do some research on the one man responsible for this. All of his TV ads are the same for every state-- it's actually quite impressive how he manipulated the 30 some states into banning same sex marriage. The key was fear. I followed his work closely when he came after my state (Minnesota). Luckily, those in the metro TC were educated/aware enough to vote in large enough numbers, but the rest of the state pretty much overwhelmingly voted on fear and religion. Thankfully the ban was struck down.
In summary, the states that allowed the banning of same sex marriage were pretty much under the spell of a strategic plan. In fact, here's some creepy fun:

I do not know how the people in Russia will handle this. They may just accept it or perhaps the idea has more support amongst the citizens and homosexuality is viewed more negatively in that country. I'd have to research it more.
