Rof is typically synonymous with field length. If they thought 12.5 was fine for 150 feet, than 11 at 170 feet would be too low. It has to do with laning OTB. And the 2012 season didn't have an issue with players unable to live otb like 2011 did. If the "issue " is paint consumption, than requiring more pulls before Ramping kicks would allow players some frugality, aswell as designing the layouts to be faster paced. Less time each point lasts, less paint you will shoot.
