Myself and all my guys are in the Seattle area. Today's high said 45 degrees. I run all of our team guns dwell at 16 MS and they shoot awesome all the time. From time to time a few of the guys will get FSDO, but that is typically because they DO NOT maintain their guns. Once they have FSDO they will lube their gun and magically their gun will shoot awesome again...

Do you guys run with the FT in or out? I'd assume out but i'm curious.

Both. Depends on the person / gun. If the person has FDSO / problems I remove their FT screw without telling them, then they come back telling me how amazing their gun is shooting.

Truth!! I run my Luxe 1.0 (w/ 2.0 core) at 15ms dwell with my manifold a couple turns in. No idea about feather touch. I also use Monkey Poo. You'd be surprised how much of a difference maintaining your gun can make. That goes for all markers. Maintain your marker and you should have little to no issues with weather.

To the OP. I just recently played with my full pooty bolt/core system at around 14*C. I had the EXACT same symptoms. really low velocity - the balls wouldn't even make it through the barrel or just roll out.
I did nothing but remove the barrel and just shoot the luxe, at least 50 balls. Then the marker would shoot at speed ~290fps.
