I would strongly advise that you skip the rail and get a better optic. No one I know uses their rail for anything but a holder for rail covers and a for grip they don't use. A good quality optic goes a long way with helping you shoot more effectively, while a quad rail provides nothing to the average shooter but added weight/cost and a tactical nerd look. Get the standard hand guards and a nicer scope.
You can "build" a rifle by buying a complete upper and buying a complete lower/assembling it with a parts kit. It takes 30 mins, a hammer, and a punch. It requires no knowledge, just the ability to follow directions.
Stuff is kind of lame right now with all of the panic buying, so your options are going to be limited when it comes to AR-15s.
