I'm pretty sure Mexico would be #1 but nobody reports crime there. The government doesn't do **** about it. The cops see a white person they get arrested and taken to jail. Left with no money in the wallet, cops are way crooked and don't give a damn besides the paycheck. As were speaking people are probably getting chopped up and shot. But nobody will report that ****.
