No, this is the minimum energy needed to fire a paintball, not the force. Pressure times volume equals energy (ideal gas law).
This is assuming zero friction between the bolt and the breech as well as between air molecules. Hence, the "minimum."
BTW, normal force and weight are negligible factors in a paintball gun.
