It's only cheating if it violates the rules of the event. Most events allow 2 layers and a thickness maximum, companies manufacture and sell padded gear of all sorts, from pants to sliding shorts to chest protectors to caps with padding along the forehead and top of the skull.

No, but sometimes the rules need to be modified for the good of the game. Like in woodsball, whenever someone plays in a ghillie suit its a good idea to create a "bounces count on ghillies" rule. It keeps the other players from getting frustrated since it's impossible to break on some ghillies, and it keeps the bushwookie safe because people won't put 40 paintballs into him trying to get one break.
