Yes, 80 is the fastest limit in Texas, but it's up to the counties to decide what there top speed is.
No, but CDL people will lose there license for speeding tickets and they will usually only get warnings for speed, but they will have other things wrong with the truck they will get ticketed for. Plenty were going as fast as they could but it wasn't 80.
