Just to beat a dead horse for those that think it was simultaneous possession
Notice how Golden tantes left hand/arm goes from being on Jennings right arm at the beginning of the catch, then he takes his hand completely off into the air and tries to get a new angle as they go to the ground. Jennings clearly has complete possession of the ball to his chest on the way to the ground, with Tate having one hand on it.

They've already said even once a deal is signed it would take 1-2 weeks for them to be ready to ref a game. Replacement refs for at least another week probably two.
