looking to start skateboarding because I've always wanted to. gonna do a board build for my first one because I do things myself
usually
so anyways, I was looking at a 7.5x31.5" enjoi resin 7 board, 5" tensor aluminum slider 7.75" axle mid trucks, and some 54mm 99a spitfire wheels, as well as a set of abec 5 rush bearings. sound good? I'm 6"1 and wear 12.5/13s
obviously I'd need grip tape and hardware, but that's pretty uninteresting. should I get 1/8" risers too?

dont worry about risers. good set up though. you'll figure out what decks you like and whatnot as you go.

No risers and you might need a little longer board due to the fact that you are so tall. (not overly tall but just skateboarder tall)

Also don't worry about fancy tech tecks. Carbon fiber stuff and impact technology is cool but its not stuff that any skater really needs and only advanced skaters take advantage of it really.
And since you don't have any personal preferences yet, I'd just go to your local skate shop and buy whatever they have unless its a crappy store. It might be a few bucks more than online but its good to support local businesses, they don't make that much profit.
Bigger wheels and mid trucks are always good for a beginner...whatever deck looks right for you and is cheap enough just buy it. That's all I got.

Go with a size 8.0+ board, for you shoe size I definitely recommend an 8.5. I ride an 8.5 and I'm a size 9. If you go too small, you won't have too much control over it. Get an 8.0 or 8.5 size trucks to compensate with the deck size. No risers, unless you plan on skating a lot of vert.
Wheel size is based on preference. Skating a lot of street? I'd roll with smaller wheels, with a high durometer(Bones STF's is a good example). Skating a lot of tranny/park/vert? I'd roll with a bigger set and a bit softer durometer than street wheels. You'll need the grip for carving around on tranny.
