bolt isnt supposed to stay back on a cocker.
bolt moves back, brings the hammer with it, then bolt moves back forward to the closed position. thus why its called a "closed bolt gun". the hammer stays back till you pull the trigger though. you should be able to hear the hammer catch on the sear when you pull it back. if you cant take the bolt out and put an allen key down into the hole on the top of the body, might take some wiggling but youll know when its in the hammer lug, should be hard to turn. if its not catching the sear just turn it inwards (clockwise) untill it catches and releases consistently.
edit: if you air it up and the bolt goes straight back, the 3 way hoses might just need to be switched. the stock hinge frames push the 3 way shaft forward, slider frames pull it back, so the hoses might need to be switched around, previous owner might have forgot about that.
