Of course, it is always up to the field as to what they will personally choose to fill or not. But, the DOT regulations are set forth by the government.
As such:

So, if the tank in question is under 2" in diameter and produced by the Cliff Impact Division of Catalina Cylinders, then it doesn't have to be re-hydro'd per government regulations.

Last year they broke it down by Early Bird Registration ($30 entry/$50 case of paint), Regular Pre-reg ($35/55), and Walk-On ($45/65). I imagine they will keep it the same this year.
