Cheap, reliable, safe ... those usually aren't grouped together when describing high pressure stuff.
A panel like that one shown is something that can fill two bottles at the same time ... one regulated and one unregulated. That way, you an fill 3000 psi bottles off one tap and 4500 off the other. The regulator is adjustable so you can set it up to full inlet pressure so you can fill both taps to 4500 psi if you want as well.
There is nothing special about the panel other than it is a finished product that you can tack to the fill table and even your "n00best" employee can use it easily. I have a field customer that has two of them set up for his customers to fill by themselves.
But you are right ... they are not cheap. $1100 list and even my closeouts are $900. Not exactly free.
As for building your own, go for it! I have seen some really nice panels built into wood instead of stainless steel. Just pay attention to how you are designing it and remember that high pressure air can be extremely dangerous so make sure you use the right parts.
