That's not an 03 at all, that's older. 95-98, looks like some sort of bob long or the like.
Some better pictures would help. It's a nice marker, it's just old.

My bad after looking closer the anno just makes it look like 03+ milling

Pre-98 minicocker for sure. An easy way to tell is to look at the sight rail. It's flat across. Ramps on the front of the sight rail came in with the 98 milling. Stock HPR, aftermarket backblock and bolt, ANS mini ram, stock slider frame, dye aluminumbarrel , and a PPS rock. With a pre-98, there are a few things to know. This very well could have a non-threaded actuator rod (you'll want to change that, unless you really, really love retiming it), and the velocity adjuster is more likely not an IVG. Hopefully the guy who owns it has a rex dialer in it. If not, you may want to pick one up.
