Impulse/shocker reflective eye system still being made?

So ive got an idea that entails using the reflective eye system i remember having in a few smart parts markers. Is it still available to buy from anyone new? If anyone with electrical experience knows more about this eye system any info is greatly appreciated!

Thanks

i guess itd be the maximum recharge rate of the eye. i need to know if they would be sensitive enough to use to track the revolution of a longboard wheel and translate it into speed.. speeds of up to 50-60 mph so lots of rpms on a 60-80 mm wheel
