First off yes, I have lubed and cleaned my bolt. Second, I have my FSDO setting raised to 17. And yet I am still getting first shot drop off. My next plan of action is to change some o-rings. which ones should I change? And if they are internal o-rings, what is the easiest way to change them without an o-ring pick?

your bolt sail and inner back latch orings are big hitters for FSDO, as well as the third inner can, but try the bolt sail and back latch ones first. makes sure they are a snug fit, if possible get your hands on those green orings. As far as changing the inner can oring with out a oring pick, pretty much impossible. Just go pick one up for a few bucks.

Gildy already covered it, but along with the bolt sail and the back latch, you're going to want to inspect your rear inner can, as well as the front which could also be contributing to bolt stick as hefty as you're talking about.
