I would put my dwell at 14 or above. Make sure you have a good paint to bore match. I would also make sure that your manifold screw isn't in to far as it can cause inconsistency.

^^^

Start with what Ragin Cajun suggested. I recommend a dwell of 16 ms. Report back if problems persist and remember you velocity consistency will only ever be as good as your paint consistency.

Do the blow gun test to make sure your paint is consistently sized and nice and round as opposed to football-shaped.

the 2 above are absolutely right.

upping your dwell always makes the luxe more consistent. as well as having the manifold screw further out. and matching your bore size to your paint.

What color is the spring inside your HPR, when i had my 1.5, i had a grey spring and the consistency was all over the place, gave darryl a call, he sent me a 1.0 spring, i believe it was silver in color, and my inconsistency went away.

Also, what is your tanks output pressure? I've noticed issues if I use an output of below 500 psi

Consistency is mostly affected by the following.

1. Paint quality and bore to paint match. (inconsistent paint will chrono inconsistently)
2. Clean reg so that the marker is getting the same amount of PSI in it per shot
3. Higher dwell (amount of seconds the solenoid stays open so that the shots are more consistent on amount of air used each time)
4. Quality lube job on the bolt (Inconsistent or bad lube job will lead to a very inconsistent chrono. Make sure the lube job is properly done)
5. Tank regulator (Make sure its been serviced and that the output is consistent so you are not air starving the marker)

All of these equally affect a markers performance but even if everything about your marker is consistent the quality of paint plays a huge factor. There is just some paint that the quality will never allow you to have a consistent chrono. I can't tell you how many times I've chronoed 270-285 because of paint.

i find that any dwell under 15 i have fsdo, especially due to cold weathers in canada. Tank is mid pressure and ive had no problems with my current tank.
