When the Alias was built there were no other launchers produced and the general rule of thumb for velocity on a law was 170-190, producers and fields were more concerned with the things not blowing up. Having been hit in the head by both now, as a photographer (occupational hazard) I'd much rather be hit with the Alias as it only dislodged my mask while the Havoc took them off. If you have to ask how I got hit the head twice, I'm 6'4" and alot of shooters haven't quite managed that trajectory yet. Not sure what the average velocity is now though but pushing over 170, don't get hit the head.
I'm not sure what you mean by shooting poorly, once you figure the trajectory it's stupid how accurate it is, at least I am with mine.
It's also important to note the JCS was not made as a direct fire device, but indirect. The instructions tell you not to fire straight on so you need to learn the trajectory.
