The board that you probably have is the Nerve Board that seems to be standard across Smart Parts' line of markers (don't quote me on that though) -- there are five levels of rebound, well technically four because 1 disables the rebound and becomes semi. Basically the levels of rebound aren't all that different, because all the levels mean is the amount of BPS that is needed to initially activate the rebound. To change these levels, turn on your marker, open the left grip panel and locate the dwell or level buttons (top button is to increase and bottom button is to decrease) that are located on the side of the board; once that is located, press and hold the power button and IMMEDIATELY press the bottom button repeatedly to be at the lowest setting, upon doing so, the single chirps will turn into rapid chirps (this means you're at the lowest setting, which in this case is semi), now depending on the level of rebound that you want, you press the top button the desired amount of times (max 5). This is all done while you're still depressing the main power button, but be-careful, if you hold the power button too long (approximately 1 second) without pushing the other buttons, the marker will shut off and you will need to restart. To save the setting, turn off the marker the process. Hopefully this makes sense,
While the majority of people not need firearms, consider that this tool is now widely distributed to most of all peoples, including bad people. Such people who will do harm with one of these tools in time. So we ought to have to ability to defend ourselves against said threats with equal or greater fire power. Unfortunately, tis only law-abiding citizens are primarily being targeted by Government. Further, crime is caused by unlawful peoples of society, so how are Government orders going to now effect the criminals if the orders hadn't affected them initially? There is a hidden agenda here.
