Consideration of "Partial Ban"?

I have seen many users who had conducted poor BST transaction in the Theft Report section. Sometimes because they intentionally want to scam others, and sometimes just by being immature and irresponsible. USAFWD, with the help of jmorisaki, has done a great job moderating the forum. But yet I've seen users who got away with scams who are not banned. Sometimes because the allegations are circumstantial.
Is there a reason to consider blocking such users from the BST areas, to prevent others from falling victim? This is essentially a partial ban, only from BST section. They can fully participate in the rest of PBN forum. I don't know if it's even technically possible. The method can be as simple as changing their username font to a different color, so others know not to deal with them, and the mods would remove BST threads they may start.

I like this. Maybe change the color for a certain time-frame to indicate that user is under review for "alleged" actions or in-action and may require some higher consideration and review of the person who you are about to deal with.
