Carpet scraps. Look for a local flooring/carpet store and ask to have the scraps from their dumpster/leftovers. It's free and works great.

man your neighbors most suck. We had a **** load of parties last year at my old house, and we had over 1000 dollars in sound equipment at several of them. Never sound proofed our place. The cops only came once to tell us to turn it down.

My neighbors have bands play in their basement all the time and you can only hear it from the street if they leave the walkout open.

You're in a basement... the ground does the sound proofing. You'll need to make sure any windows/doors are closed and covered but other than that you should be good. I would also recommend you put a CO2 detector in if you plan to have a lot of people packed into your basement. Be sure that people don't smoke either, if they burn down the building or someone gets hurt it's on you.

my friends who play in a ska band (lol) created a patchwork of whatever packing/insulating foam they could get their hands on and covered a whole room of it. seemed to work pretty well if you're down for the cheap route.

Was just at a party last weekend and they were letting you smoke anything you wanted to as long as it was in the basement. There were so many cigarette butts, Black and Mild filters and roaches on the ground, but the basement was concrete and pretty much a puddle from people not knowing how to fill a cup from a keg, three games of pong going on at once, flip cup, spilled drinks, etc., so it didn't really matter.

As long as it's a concrete basement I don't see the problem in letting people smoke (as long as you don't mind your house smelling like smoke and having to pick up the butts/filters/etc.).

always allow smoking in the house! If not people will go outside to smoke/ make noise then its cop time.
I hate the smell and lived in my fraternities party house for two years and you just have to deal with it.
As far as soundproofing a basement, usually basements only have those little windows which can easily be sound proofed with the landlords couch pillows. Do not recomend using them afterwards though.
