can someone answer this question about my laptop?

my old laptop had reached its last leg, so i bought this computer:

it says that it has a processor thats 2.5ghz. i look at the specs on the computer itself and its only 1.9. now i dont know much about computers but im gonna go ahead and assume that thats a MAJOR difference considering my old laptop was 2.1 and could barely run after i put a bunch of programs on it. so i looked on the amd website and for the processor that i have it says the speed is 1.9/2.5ghz. what does that mean exactly?

Most processors throttle themselves when you are doing nothing, like browsing firefox or something. When you start doing anything demanding it goes to 2.5ghz.

yea thats basically what i assumed. i was just confused because there wasnt any description on amd's website, it literally just says 1.9/2.5
