I'm not completely positive for NPPL.

For PSP yellow is a banned color if I remember right. Pink fill paint is also banned in basically every league and field because it stains bunkers easier [again if I remember right, there might be more to it].

Just stay away from orange and yellow guns and you should be alright. Some variations of the color are legal but I prefer to avoid the trouble. I've had a teammate play with a yellow/black parts luxe and no ref bothered him, but I wouldn't take the chance.

Also, idk if you knew or not or if the rules have been revised recently but stay away from clear hoppers. Smoke and the see though blue/green/red/etc for Halo/Reloaders/VLocities are fine but not straight clear. It's so refs don't mistake a broken ball in your hopper for a hit and more.

There isn't a set list of colors that are banned. The rulebooks says any colors that interfere with the judges ability to do their job. So, in one tourney where everyone is shooting pink fill an orange gun will be allowed, but in another where the color is yellow/orange, pink is allowed but orange isn't.
This doesn't just apply to guns, masks, hoppers, tanks, jerseys, pants. It's all subjective as well since it's the head ref that decides whether your equipment will cause problems or if you're fine.

Like any other device that connects the internet the PSP has a MAC address and probably some other unique serial code as well, so I'm sure they could, but when googling for PSP system bans I get absolutely no results while there are a ton of threads regarding PS3/360 system bans.

I'd just like to know if this is something I should worry about when purchasing a second-hand system.
^^
I think you are a little confused.

there are some colors that are specifically not allowed to be worn/not allowed to be used on gear. however, the catch all as you described is any color that may inhibit a ref from doing their job.

read the rulebook. it's in there.
