You have a 3-year cylinder and according to that sticker you have it's not valid anymore.
So you need a hydro test, a full test and not just a visual inspection. Ninja, Crossfire, and other places will do a full hydro for 20-30 bucks usually.
Yeah, going by what the sticker says that's only for visual inspection it seems like and even then it's only for a full year.
A full and proper hydro with the pressurized water and such will renew the tank for another 3-years and be DOT certified, which is really what you need rather then OSHA.
the "silver thing" is the hydro label you are good until March 1st 2011
