I think it is a mistake....if you look the majority are also on field 1 - 3 man, xball 5 man and 7 man....

That's not a mistake. Machine and The Institution bumped down to D4 due to the lack of turn out in D3/D2.

it still is a D4 rank. the Institution and Machine are both ranked D4
