I'm not sure whether someone can really mean that, or if he really did mean it metaphorically. It sure sounds like he meant actually flip over lol .... but ... really?
This isn't an uneducated guy, he's got a JD.

or, it was a facetious metaphor(albeit his delivery was poor)
Quote:
“I wasn’t suggesting that the island of Guam would literally tip over,” said Johnson. “I was using a metaphor to say that with the addition of 8,000 Marines and their dependents – an additional 80,000 people during peak construction to the port on the tiny island with a population of 180,000 – could be a tipping point which would adversely affect the island’s fragile ecosystem and over burden its already overstressed infrastructure.
“Having traveled to Guam last year, I saw firsthand how this beautiful – but vulnerable island – is already overburdened, and I was simply voicing my concerns that the addition of that many people could tip the delicate balance and do harm to Guam.”

That would be a pretty stupid metaphor. Judging by how he was speaking I'm not sure he could even form a metaphor, or any other speech device to his advantage.

Last I checked GA's economy is much better than Cali's. Who's dumb now?

Cali Democrats are dumb, dumbest there are in fact, not to mention the most radical. I don't know what the point you're trying to make is, but Rah Rah Rah for you, brah.
And Georgia is a red state.

OT: What is it with people using "brah" so much these days? I'm from Hawaii and I don't ever use it in written communication unless it's for specific effect in conversation with other people from Hawaii.

GA's sucking the socialist teat there, buddy. CA would be in much better shape if we weren't getting back $0.78 for every $1 in taxes collected by the USG. We'd also be a lot better off if we hadn't had Reagan as a Gov, or we hadn't passed Prop 13 - one of the most conservative laws on property taxes in the history of the US.
Meanwhile, GA's dragging bottom on almost every other measure, like average income, birth/death statistics, health statistics, etc... I wouldn't tout GA as a shining example of right-wing successes.

To be fair, "tip over" is a commonly used metaphor for fubar/death.

Wah? You haole?
(dumb skater/surfer punk slang has stolen "brah" and taken it as their own)

Eh nevamind calling me haole.
I don't mind the people use it, if it promotes the relaxed mindset of Hawaii where you literally call even people you don't know your brother, that's cool. I just thought it interesting that I see it so often from all over now.

It's actually a pretty awesome metaphor when you think about it, kind of like warning that AMTRAK could go "Off the rails," or that the Department of Veterans Affairs could "Go on the offensive."
Funfact: Georgia has islands too!

Agreed, It's sad that people too stupid to get it condemn the man for being dumb.
but also a bit funny.

Remember when another representative from Georgia, John Lewis, said that sharks still swim the old slave ship routes in the Atlantic waiting for bodies to be thrown overboard?

Animals aren't THAT stupid. If there's no food, they go somewhere else.
