i cant get my nerve to go over 250...i've cleaned all the regs..and o-rings in the gun, and my dwell is set to 35

Dwell might be too low (if OP is saying the dwell 35 chirps from bottom or 35 ms, 35 ms is way too high but if it's chirps, then it could be fine). Depends on Solenoid type.
Parker Solenoid (Black) 30 chirps from bottom
Humphrey Solenoid (Silver/White) 40 chirps from bottom.

HPR, should be around 220psi.

^ what he said. Set reg to 220, dwell to 40 chirps and then keep turning in LPR until you get to desired velocity. Hopefully that will fix you right up.

i have mine at 40 dwell, hpr 200 and lpr turned untill desired fps. it probably wouldnt hurt to tear the gun completely down and clean it all up.

iv'e cleaned it...it shoots extremely sporatically...250-290...and it has massive drop off at high rates of fire..it has a bob long torpedo reg...the older style hpr..its the one it came with...i'm wondering if thats not the issue

reg=hpr.

Replace battery
Take the ram apart and clean and lube it
Clean and lube LPR and HPR
Replace o-rings in HPR/LPR maybe

What kind of ASA do you have, if you have the stock one then make sure the tank is screw all the way in, sometimes, with SP ASA, the tank seems like it's screwed in and it's not.

I had a problem with my velocity kinda like that except mine just wouldn't go over about 260 no matter what I did. I cleaned and lubed everything, changed the battery, and even replaced all of the o-rings in the gun. I had another Nerve and switched the LPR and the problem went away. I have recently seen in another thread someone say that their Nerve wouldn't even shoot if they tightened their LPR in too tight.
