What you need to do is tear it back down to bare bones and rebuild correctly taking the proper steps. First thing people do wrong is slap on O-rings and then lube them on the exterior only. If you've done it this way, that's a start.
What you should do is remove all O-rings and then apply some DOW 55 (I prefer a mixture of 55 & 33) lube to the O-ring Grooves prior to installing O-rings and then, once installed, lube as normal. You ALWAYS have to keep in mind that O-rings ARE NOT perfectly round and they often do have minor imperfections. Imperfections that can be nullified by applying the lube in the grooves which forces the O-ring outward for a tighter, more secure seal.

As to your LPR pressure setting, 65-ish is a good general range but in order to achieve maximum efficiency you'll need to sweetspot both regs.
BTW, I get just over 1800 shots off a FULL 68/4500 fill on my Storm, BRADSHAW and GEN4. 1600 on my 2003 Dye Reflex.
