Its the first people to collect the ten balloons. There's no time limit that I know of.
Unless the official website has sent out a notice saying that they've all been found by one group, we're still "technically" in the running right? |

All the balloons were taken down at 4, correct?
That means we can't find anymore, which means we couldn't of found all 10.

We 'technically' didn't lose yet though... methinks. We could 'technically' find the coordinates online of the other balloons, or buy up the coordinates or something.

The submission deadline for it is the 14th of December, which means that we obviously have more time.
There is no winner YET!

Balloons come down/came down at 4PM LOCAL time, so they are still flying on the West coast.
They do not go back up.

after the balloons come down you have to negotiate with other people around the web to find out the location of other balloons. DARPA did this to see how well communication is through the internet. IF you go and read about the contest it tells you how it works.
