Yup that's pretty much it. Unless you're looking at trying to get a scholarship.

Make sure you check which branch ROTC your targeted college has. The local one here is Army, so if someone were to want to do ROTC to become a Marine officer, they'd be out of luck here. The way the ROTC program here works is that you take ROTC your freshman and sophomore years, then have to make a decision whether to commit to contracting with the military to continue through the next two. The first couple years cover topics that enlisted soldiers learn in Basic, along with some VERY basic leadership.

Best bet, talk to a college admissions staffer, or the ROTC office of said college. They'll have all the specifics of your college's program.

finish HS and get good grades, go to the college you know has NROTC and apply for it and talk to the school's councilors. They will then refer you over to another office inside the school and there you will talk to some one else and they'll send you to the OIC of the ROTC program and you'll have to talk it all out.

Some Recruiting offices also know a fair amount about NROTC and what have you. When I was at my classes at the local CC one of the recruiters from the office I worked at for a while was there looking for people to join the NROTC program but my college didn't have any type of ROTC be it AROTC or NROTC.

call the local rotc battalion, from my experience the regular academic advisers are clueless when it comes to rotc stuff. if you get good grades in high school you can get a full rotc scholarship starting on day 1. and don't get in trouble with the law any civil involvement has to be disclosed and you would have to get waivers, even for speeding tickets. and alcohol or drug charges will generally prohibit you from doing rotc. and maybe youll get lucky and find a good recruiter that will give you info about rotc. everyone ive ever talked to always wanted me to enlist asap though.
