second of all depends on how you define cheap, but Zap Spank is what I use when im on a budget

I use impact for rec ball. Its cheap ($40/case), easy to find (at walmart), but the quality is sometimes very lacking. You need to check it before you buy it to make sure it is good. Oh, I also love the fill. Its bright, bright pink, so as soon as someone gets hit ANYWHERE, you can see it and call them out, and the ref can see it from far away too.

go to dicks and get voodoo for 30 bucks a case or inertia for 35. Used both and no complaints for rec, but the bags that the voodoo is in are cheap and flimsy, and the color of the bag runs off on your hands. I personally use inferno from dicks and if its a fresh batch, (which it normally is where i go) Then its pretty good paint. Used about 10 cases of impact and about 3 of voodoo and i would take voodoo over impact any day.

I bought a case of Draxxus Rec sport from Action Village in December and just used it today and it was amazing for being that old. I didn't find one dimple. Great stuff
