No the delrin bolts are usually okay but if you get it covered in oil it could swell. You could try cycling the marker with no bolt and see what happens.

took the bolt out and dry fired, same issue. everything is in slow motion. lpr turned in 2 to 3 turns and hpr set at 300ish. all hoses look good, no cracks or pinches

What did you notice when physically pushing the bolt and ram forward with no air? was it stiff or smooth? Smooth would isolate it to your solenoid or LPR, stiff would mean it's a fitment issue like the ram. If it's not the Ram you could attempt to disassemble, lube and reassemble the Solenoid. It's time consuming but not that difficult if you're patient.

Somethings binding up on the Ram then. Try taking off the orings and doing the push-forward test again. If it moves slowly without the o-rings it's something to do with the Ram-to-sleeve fit, if it moves smooth without the o-rings it probably just means that one of your o-rings is swollen or torn slightly and is causing the drag. Is this the stock Ram or a delrin one?

It's just really hard to troubleshoot on a forum. Wrath isn't an overly complex marker. Probably something simple we're overlooking.

You were saying it was really hard to move the bolt and ram by hand?
Did you check the sleeve to see if there is any damage?

yeah if the end that is closed off on the top is facing backwards, the bolt wont go back all the way, but if it is facing the feedneck then it will work fine.

take off your trigger frame from the gun and see if it was pinching a hose that might cause it

well for starters considering you have a stock ram you should have to gun at about 250, you only need to be at 300 if you are shooting at a high rate of fire w/ the ACP ram and spring. 2nd check all your board settings and make sure the dwell is about 7-8ms, you dont want to get that messed up. 3rd make sure EVERYTHING is put back in, in the correct position considering it seems that you dont know (i.e. ram sleeve). 4th one way you can evaluate the sorce of the problem is by checking off areas like so.
1-HPR
2-LPR
3-solinoid(if you took it apart make sure its put back together properly)
4-make sure the valve is in properly
5-as you already know the ram
(in other words follow the air)
in adition to this you can also check to see if any hoses are backed up slightly(blowing through every port...just to make sure) when you have problems like this you really need to think things through and evealuate all the areas of the marker(im not saying you arint)
Also you say when you fire the marker shoots slowly; are you getting a full cycle or is the bolt stoping short?
