LOL, no it doesn't. A one pound brick has the same force as a one pound block of anything if you take the air resistance out of the equation. LOL

That's like "what weighs more, a two ton pile of bricks or a two ton pile of feathers?" Almost everyone answers feathers. LOL

We know what you're trying to say, though. A brick and a block of foam the same size (not weight) would have unequal forces.

and yes, when 2 objects with different masses thrown at the same speed will not create the same amount of force, therefore a greater velocity of the lighter object must be made to compensate for the loss in mass.
