I wondered this as well. I mean, does it have to be 3 shots semi? I haven't seen anything in the rules that even mentions ramping, let alone a specific number of pre-shots. Personally, I'd rather use something closer to millenium, but it doesn't *have* a minimum number of pre-shots.
