Distilled Water for the most part is the best for water cooling, but you have to remember to add some algicide to keep your loop from getting all nasty additives like PT Nuke

Maybe he's mistaken that it's not completely non-conductive...

The conductivity of water is usually increased by the addition of sodium chloride. If he can get well-distilled water, he should be fine. I would imagine it's a common mistake for water cooling beginners to not put actual distilled water in their system.

Of course its not COMPLETELY non conductive. if it were true you would want to put the entire case in it
