Well, if your an Imperialist you would justify the war by saying that the Empire needs the land, water, or whatever they're trying to obtain by waging war against this certain country. Imperialist countries didn't wage war for no reason, they always had a reason, and it would always be just in their eyes.

When is war just? Never. To imply that war brings justice is lauhgable - war is neither fair nor is it kind. War brings death. It doesn't matter whose - no one's blood is more sacred than the next. War is simply a means to and end, and whenever the end results in one side getting a far worse deal than the other, one can hardly call it just.
One can of course always justify a war. One can offer explanations as to why they would choose such a desperate course that seems quite reasonable so long as one is properly biased.
