So, you want the perfect E2 settings...
Well, this is about as close as you're going to get without alot of tinkering. These settings are what Dan (WGP tech for all cocker teams) puts on all guns he works on. They will work for 99.9% of all cockers and give you a great balance of speed, reliability and efficiency.
Timing
Sear on - 4
C Delay - 6
C on - 35
C/t out - 1
C off - 24
Filters
Ball - 2
Empty - 2
Pull - 1
Rel - 1
TT band - 37%
TT Tol - 42%
That's about as good as it gets for settings that blanket all e-cockers.

Right now, they're on my E2 Orry and my E2 Black Magic. Who cares about other people's settings? These ones are guarenteed to work on nearly every cocker. And work well

What you posted is basically Factory Fast with a few ms taken off the CON (which doesn't matter with the eyes on anyway) and different filters. Those settings are good, but it's possible to shave 4-6 ms off the COFF and 2 ms off CDEL and still be reliable on every cocker I've ever worked with (if you don't have QEVs, you might need the higher COFF).
As far as the filters go, that's definitely gonna bounce a bit.

even with those seting my karni wont go over 11 with eyes on in psp mode whats up???and im useing a empire on seting 3. i have a low bat could that be it??

Great settings..... if you want bounce....
First off, the SON time is excessive for anything but the stiffest main spring. Most times, 3.3ms, or 3.5ms would be a better choice to extend battery life. With a sweet spotted reg, and stock springs, I normally end up in that range.
The CDEL time is still excessive at 6ms, unless you have a horrible bolt to body fit. Try dropping it to the 4.5 range, or lower.
As Gator said, CON time is overridden by the eyes, so it has little effect in a properly working gun. If the eyes ever happen to fail, or get dirty, well, there is a good chance the gun will become a blender if it feeds at all.
COFF is about the only number on your list I can come close to agreeing with.
Here's the dirty little secret: There are no best settings for every gun. Each gun has it's own tolerances, and issues. If you want to gas and go, then Factory Fast is the best choice. If you want to tweak for speed, then do if for the gun you have, not the gun some other guy has.
