Great shot, excellent colors and great job with the starburst effect from the smaller aperture. I probably would have bumped ISO up a bit for a faster shutterspeed to stop the wave action a bit more(could not view your ISO in my exif viewer, weird). May also wanna crop a bit of the foreground out to keep the horizon from cutting the pic in half. I'm guilty of doing the same with my pics quite often.

Ted awesome job. Most of the time I would agree with someone saying to crop this photo, but something about the symetry the horizon creates along with the dock makes an interesting pattern that I think adds to the photo. I'd leave it as is.
