When you are sending someone money through paypal it will tell you if they are verified before you actually send it. What? I've used Paypal many times, and as far as I know, you can't "shoot the money back to them" because they lose part of the percentage. So you would have to add 3% to give them back the full amount. And you don't send someone money to know if they're verified, you show them your seal properly

I agree with Tesko, I've seen soo many ideas suggested by other users that would work much better then this.
