No offense guys but there is no written rulebook. This whole last year refs enforced "rules" that were never written down.

i wouldnt say that....both have organized things and unorganized things....no one league is perfect...they have both have there ups and down....if you were at NPPL, NJ the reffing was horrible....they didnt use rulebooks there....just what they wanted...but then there have been events for the NPPL with good reffing and the same goes for PSP

If you played on fields reffed by NCPA teams they most likely had a rule book handy. I know we (iowa state) had them so there were no questions on our rulings. But there were paper rulebooks at cup, it was just that you had print off your own and bring it. It was kinda left up to the teams reffing. I noticed at cup the reffing was good on certain fields and bad on others.. Even ref to ref it was much different. When i was split up from my team to ref X-ball i found some of the other refs weren't doing there job as well as i thought they should. Not that i am a great ref by any means, but i did my best. I think some refs were too lax and/or lacadaisical(sp?) ie..didn't care.

It's lackadaisical
