Making Gen 1 Quest PSP Ramping

Could someone give me exact steps to turn the GEN 1 Chip Board quest into PSP Ramp mode after 4-5 b.p.s.

I "thought" I did this already, however I don't see a difference, therefore I'm guessing it's not right.

psp ramping is after the 3rd pull of the trigger 3 round burst kicks in to the bps cap. millennium series is when you pull at a certain speed it kicks in the ramping
