Uncapped switch broken?

I have the gen2 chip board with hater texas storm code and I can't get it uncapped. I put it into PSP uncapped but it still counts my cap (15).I think the dipswitch is broken. I can cap it at 20 but it should go faster. What should i do about my board? Will FEP exchange mine?
